Which of the following most accurately describes the problem?

ritish Rail has undoubtedly mastered the art of implausible excuses for late arrivals— witness the "wrong kind of snow" and "leaves on the line" as reasons given for trains not being where they were supposed to be.

Now other transport operators are following in this grand tradition. Freight drivers on a recent North Sea Ferries Ro-Ro to Hull from Europoort in Holland were puzzled to learn that late arrival was expected because of "poor visibility".

"That sort of nonsense may wash with the punters, but not with us," said one of the drivers. The freightrnen's retaliation was swift— shortly afterwards a box appeared in the ferry's reception area marked, RADAR APPEAL FOR NORTH SEA FERRIES.
