Which of the following most accurately describes the problem?

CONTROLLED parking to plans approved by the Greater London Council will be introduced in Ilford next January to combat the present widespread and indiscriminate parking. The parking zone is north of, but does not include, Ilford High Road and Ilford Hill.

Within the zone, on-street parking will be restricted to 392 meter-controlled parking bays. Outside the parking bays and places waiting and loading will be restricted, with waiting restrictions applied to more than seven miles of road and loading restrictions to 111 points.

TRTA Request: Following draft regulations from the Ministry of Transport relating to windscreen washers and wipers, the TRTA has requested exemption for windscreen washer requirements for vehicles with a maximum speed up to 20 m.p.h.
