Which of the following most accurately describes the problem?

NEARLY TWO THIRDS of specialists in the transport and parking technology industry have come out against the imposition of road-user charging as away to cut congestion, according to a survey.

As many as 64% of trade visitors and exhibitors at the Traffex/Parkex exhibition which was staged at Birmingham's NEC on 19-19 April voted against the government's plans to charge vehicles by the mile in order to free up our congested roads and reduce environmental damage.

Steven Norris, president of Intelligent Transport Systems (UK), says: "I'm surprised that such a large percentage of people voted against road-user charging as a long-term solution to managing congestion and emissions."

Edmund King of the RAC Foundation says the result of the survey shows that the majority of motorists are concerned about road pricing because of a lack of information about its implementation: "The government should consider taking the fear out of road pricing by introducing a voluntary scheme," he says. "Motorists who opt into a 'UK Drive Time' scheme could have reduced fuel duty, congestion-avoidance systems, up-to-date parking information and cheaper insurance."
