Which of the following most accurately describes the problem?

1 More light goods vehicles than ever before are o be targeted for checks by the Vehicle ispectorate.

VI product strategy and policy director Hugh :dwards says: "A survey a year ago found we were very likely to find HGVs run in better condiion than light vehicles." The Department of • ransport is backing the campaign with £600,000 extra funding. "Our spend was Dm a year Wore," says Edwards. "This will nearly double he number of checks we can perform on vehicles ip to 3.5 tonnes."

The new strategy is one of many detailed in the Ns latest business plan, which was published this week. In addition to the targeting of light CVs, it outlines a number of VI objectives for the coming year including impounding; checking of speed limiters and tachographs at annual tests (CM 29 March-4 April); and substantial investment in additional test equipment and staff (CM5-11April).

Other plans include research into a revised test for low-emission diesel vehicles to cover individual pollutants rather than emissions opacity: and the development of educational and advisory activities such as a drivers' hours video/CDROM and "health check" visits to new operators.
