Which of the following most accurately describes the problem?

11 David Smith, general manager of Cardiff City's Transport department, has applied to take early retirement. This is to be considered by city councillors.

Smith, who is 54, wants to sever his relations with Cardiff City where he has been transport manager for the past 15 years before bus services are deregulated in October. He was appointed to his position in October 1971 and the council's policy committee was to discuss his application this week.

The council's chief executive, harry Cripin, said the matter to be considered was private and personal but confirmed that a report is due to be presented to the policy committee about the possibility of early retirement for Smith.

• National Bus Company director of administration and company secretary Bruce Sellars relinquished the NBC secretaryship on March 31 in view of the developing preprivatisation workload.

Ile retains his other position with overall responsibility for the secretariat and NBC's insurance and pensions departments.

Geoff Latimer, previously deputy secretary, has taken over as company secretary. He is a chartered secretary and a member of the British Institute of Management.

He joined NBC in December 1979 as senior secretarial assistant, became assistant secretary in April 1982 and deputy secretary in October 1984. He came to NBC from Fairclough Civil Engineering.
