Which of the following most accurately describes the problem?

TRAVEL AND TOUR operator Trafalgar Leisure has taken over the South Buckinghamshire, West Hertfordshire, and West London Kirby coach group.

Kirby's include Kirbys, Valiant, Jeffways and Wrens Coaches and operate a fleet of 53 coaches out of four depots on private hire, contract, excursions and tours and express work.

The company has also acquired a 21 per cent stake in the West London coach and travel operator Pan-Atlas in West London.

Trafalgar managing director Michael Ness told CM that the acquisitions were not intended to take advantage of the proposed changes in the 1980 Transport Act.
