THE E.E.C. Commission is now work". ing through the items . of common transport policy which form the first practical phase of the action programme —or what was the action programme until the Council failed to agree its provision in toto. The Commission will complete its own studies and revisions by the end of April, when it will consider them in the form of draft regulations at a special session: The draft regulations for this first phase will be submitted en bloc to the Council of Ministers in mid-May.
