A Bill, entitled An Act to Amend the Road Traffic Act, 1930, has been introduced by Lord Buckmaster. It contains three clauses. The first provides that any driver who, owing to negligence, kills a person, shall be guilty of manslaughter, or, if causing bodily injury, guilty of unlawful wounding. The second, that any such person not stopping to render aid and give information shall be liable to six months' imprisonment and shall be disqualified from holding a licence for a period of not less than 12 months. The third clause provides that any goods vehicle above 5 tons gross weight shall not exceed 5 m.p.h. in any city, town or village. The futility of such a restriction is obvious.
