Which of the following most accurately describes the problem?

The Institute of Municipal Transport's annual gathering provided everything its members could desire: a central venue north of Birmingham where major motorways and rail routes meet; some excellent late Summer weather and, most important, plenty of high quality exhibits.

Unfortunately the cost of attending both this and the Institute of Waste Management's extravaganza at Torbay is becoming more than the industry can bear at present. The sensible answer might be for the two institutes to join forces at the one event, perhaps alternating annually between the two venues to cater for more northerly members. Talks are going on towards that end and the signs are looking good. This Perry Park show wasn't as large as last year's, but those manufacturers present certainly gave the IMT membership plenty to ponder on. Scania showed off its Frontline municipal cab and gave the 4-Series fire engine its first show outing. Manufacturers such as Partek Cargotec, Scarab, Jack Allen, Farid, Red Forge and security specialist Maple brought along plenty of new vehicles and equipment.
