Which of the following most accurately describes the problem?

WHILE the Government is increasing the heavy goods vehicle driving test fee by more than a third from £44 to £59.50, EP Training Services, of Esher, Surrey, is showing rather more understanding of the plight of people seeking work.

Any unemployed person taking a drivng course with the company is offered a 10 per cent discount on the fees and payment may be spread over 12 or 24 months. Those who do not need a full five-day or 10-day course can opt for hourly tuition.

If the Transport Secretary wishes to know how warmblooded animals live and feel, he could do worse than take a trip to Esher and see how private enterprise treats people.
