A T last week's meeting of the IRU's

TIR carnet committee in Geneva, a proposal that the TM carnet scheme should be extended to cover containers other than those carried for the whole length of the journey on a commercial road vehicle, was rejected on the grounds that the scheme was not an appropriate medium for this traffic because such an extension to persons other than bona fide road transport operators could easily lead to a weakening of overall control of existing security measures.

An increase in the number of frauds committed by operators of TIR carnets was reported at the meeting, at which Britain was represented by the Traders Road Transport Association and the Road Haulage Association. The majority of these frauds were said to have involved journeys into Italy, and although none of them was likely to have been as extensive as a notable case three years ago, they involved considerable sums of money. Among the many cases mentioned coffee and cigarettes occurred frequently; another serious case involved French chickens which disappeared on a journey to Germany.
