Which of the following most accurately describes the problem?

BIRIVLINGHAM will consider the possibility of using two-deck roads through part of the city, following a request made by the Minister of Transport, during an inspection of the first section of the city's £15m. inner ring road scheme last week. The suggestion was made that the two-deck roads should form the final` link between the LondonBirmingham motorway and the city

centre. • The new London motorway joins the A45 near Dunchurch and the Minister confirmed that work on the A45 road improvement scheme, giving dual carriageway to the Birmingham boundary through Elmdon, would be finished by the end of October.

One of the outstanding problems is to establish the final link into the city centre and the inner ring road scheme. The use of two-deck roads on this stretch of roadway would require less 'land than a dual carriageway.
