Which of the following most accurately describes the problem?

(-INTER 150 vehicles belonging to kJ Manchester Cleansing Department were on parade Hn the Water Street depot last Saturday for inspection by the Lord Mayor, Ald. A. Moss, and the city council. Only a few machines that were engaged on essential duties were missing.

Awards for excellent maintenance during the first year were presented in accordance with the system described in the article "Manchester's Positive Approach to Cleansing Problems," published in The Commercial Motor on August 28.

First prize (Pheasey tankard and six guineas) and the 1953 championship of the fleet (£10 award) went to E. Culloden (Russell Road depot). Runners-up were E. BagnalI (Water Street) and J. Lord (Grirrishaw Lane). The leaders were separated by only half a point.

Turn-out was smart and inter-depot rivalry was well in evidence. On a typical vehicle, cards were displayed and gave full details of costs for three years in wages, petrol, oil, repairs, re-. newals, and the licence, insurance and depot expenses. Standard annual hours, actual hours operated, mileage, m.p.g., cost per operating hour, cost per mile and cost per ton carried were also shown.

Other records detailed the vehicle days worked by each unit in the fleet throughout the year. Also exhibited were maintenance schedules operated under the M.C.C.D. -system
