But he doubts whether the 140-hour minimum is really what is needed. It might be better to make the exams reflect more closely the day-to-day working practices of a transport manager, rather than just testing candidates' memories or ability to recall dry facts. "I think if you're on the job already you don't really need that much training," he adds.

Yet he's fully in support of the 12-truck limit on part-time managers. In fact, he too thinks there should be a ban on managers contracting their services out to more than one company. "If you're going to be a transport manager it should be for one firm and that's it. There's just no way you could be looking after all the trucks properly — it just doesn't work."
