Which of the following most accurately describes the problem?

• In the second quarter of 1986 British commercial vehicles made a record 54,300 journeys to the Continent, a rise of 21% over the 45,000 made in the same period of 1985. And the British maintained the 41% share of total traffic achieved earlier in the year. This had fallen to an all time low of 38% at the end of last year; in 1980 it was up to 58%.

The quarterly Department of Transport Ro-Ro Statistics Bulletin published last week showed that there were 132,600 journeys by commercial vehicles of all nationalities.

Among the foreigners, the French maintained their predominant position with 26,400 journeys (20% of the quarterly total). Hauliers from the two major Benelux countries, however, have switched second and third places. Between April and June the Dutch made 16,100 trips (12%) against the Belgians' 7,100 (5.4%). German hauliers came fourth. with 6,600 journeys.

Irish Republic trucks in transit through Great Britain made 2,100 journeys from British ports to the European mainland. The Bulletin does not reveal the number of Irish lorries engaged in purely bilateral traffic with Great Britain.

Enlargement of the EEC has increased the number of trips by Spanish lorries to 6,200, a rise of 51% on the same period last year. They overtook Italy (with 3,900) to take fifth place.
