Which of the following most accurately describes the problem?

• Colt Car Company managing director Peter Beaumont is hitting out at the way the quota system under the Japan/Britain "gentlemen's agreement" is being run.

Beaumont claims that other Japanese companies are registering large numbers of vehicles at the end of each month just to ensure that their quota shares are met, while sales of his own Mitsubishi products are kept down to their quota-limited total of 12,000 a year.

The object of lieaumont's attack is Nissan, which accounts for some 50% of all Japanese imports onto the UK market. Beaumont claims that his company could sell another 3,000 Mitsubishis a year if the quotas were re-allocated.
