Which of the following most accurately describes the problem?

the Distribution Services Show was this reefer combination, operated by Fransen Transport (UK) of Kidderminster on contract hire from TrailerentiTruckrent. It was designed to take advantage of the recent amendments to the Construction and Use regulations that allow a reefer width of 2.58m and, for trailers used only on international journeys, unlimited length, provided that the 15.5m overall combination length limit is not exceeded.

The trailer is Freight Bonallack's new Maxi 26 Coldsaver, so-called because it can accommodate 26 pallets. The overall length is 13.26m and

its external width is 2.55m. Its alloy-skinned, GRP-lined onepiece walls are 49mm in section — not particularly thin by modern standards, but give an internal width of 2.446m within the wider trailer to allow two rows of 1,200mm pallets, The trailer has ATP Class C certification and meets the TIR specification for Fransen's international work.

By building the trailer fairly low, Freight Bonallack has achieved 75m3 of internal space within the continental overall height restriction of 4m.

The fridge unit — a Fetter P6-100U — has to be undermounted on the trailer to give sufficient swing clearance within the 15.5m length limit. For the same reason, the Daf FTG 2800 DKXE twin steer 6x2 tractive unit has a day cab with a roof-mounted sleeper. Despite these precautions, the swing clearance is barely adequate; the Susies look a tight-knit bunch. Alternative king pin positions are provided in case a different unit has to pull the trailer in an emergency.

There is some debate about how closely the Department of Transport is to police the "international only" condition for "over-length" trailers. The trailer can accept a length-limitation device that restricts its internal length to the UK's 12.2m limit.
