THE difficulties of a newcomer to haulage in deciding where to base a special-A licensed vehicle were mentioned at Caernarvon last week, when Mr. J. Parry, Glan Conway, was granted a new A licence as a substitute for his special-A.

The British Transport Commission's submission that the application should be refused because a change of base had not been ratified was rejected by the North Western Deputy Licensing Authority, Mr. J. R. Lindsay.

Mr. J. Edward Jones, for the applicant, said the special-A vehicle was purchased from the B.T.C. in 1954. For a short while it was used in and about Lancashire, and then settled down to regular work between Liverpool and North Wales. The original base given was the home address of Mr. Parry's driver at Prestwich. When the driver changed his employment, the vehicle was at once moved to Glan Conway.

Questioned by Mr. A. J. F. Wrottesley, for the B.T.C., Mr. Parry said it had not occurred to him to make a formal application for a transfer as he thought a special-A vehicle could be operated from anywhere.

• Mr. Wrottesley claimed that the applicant had placed himself in peril by his complete disregard of the law. However, Mr. Edward Jones said it was obvious that the matter had been ventilated, but it had not occurred to anyone to regularize the position. A new special-A operator did not get ready-made customers, and there had never been any difficulty in changing a base from one end of a trunk route to another.

Granting the application, Mr. Lindsay said it was clear that Prestwich had noes been seriously used and was only a notional base.
