Which of the following most accurately describes the problem?

THERE was no British Railways

scheme whereby passengers could travel to Torquay from Yorkshire early or late in the season for as little as £10, the Yorkshire Traffic Commissioners were told last week. Mr. F. Marshall, for Feather Bros. (Tours), Ltd., Bradford, pointed out that the railways did nothing inthe way of extended tours and certainly nothing to assist. old people travelling to Torquay out of season.

Feather's were applying for additional vehicles and additional picking-up points for their Torquay excursions and tours. Mr. T. B. Atkinson, for the railways, objected to the additional vehicles.

After evidence of need had been given by Mr. J. Malcolm Barr, Mr. Atkinson claimed that most of his statements were theoretical. No one had been brought to court who was inconvenienced or dissatisfied with the applicants' present facilities, and the evidence had not even been substantiated with figures.
