Which of the following most accurately describes the problem?

POSITIVE evidence that road safety can be increased by a combination of new and old methods has been afforded by the Slough experiment. This is claimed in a report on the scheme published on Tuesday by the Stationery Office, at 5s.

Among the methods found to be the most successful were vehicle tests, training schemes for drivers and cyclists, and yellow lines on the 'road to mark no-waiting areas, with double yellow lines to show where loading restrictions applied.
