CONFUSION OVER PERIOD BOOKINGS

MANY Lancashire coach operators 1V/have become confused, owing to the various changes of policy regarding period bookings. The general direction of the Minister of Transport is still that no period-return tickets shall be issued under an excursion and tours licence, but to meet the peculiar situation in Lancashire, arising from the Wakes-week holiday system, a concession had to be made. Later, most of the operators were induced to take out express-service licences to regularize period bookings.

Then came Order No. 9, by whichthe Minister imposed a restriction on the number of vehicle journeys to the 19:30-31 figure.

Mr. H. Backhouse, for applicants before the North-Western Commissioners, on Monday, 6ontended that this limitation of journeys had made the express licence of no effect, and he asked for all the facilities to be merged under the excursion licence.

Mr. W. Chamberlain, chairman, undertook to consider the point, together with various anomalies that were mentioned. He reminded operators, however, that the concession of period bookings on excursion licences could be granted only to those who had in the past done this work.

S.M.T. DUPLICATION DECISION.

QPERATORS are anxiously awaiting the Metropolitan Traffic Commissioner's decision on the 'application of the Scottish Motor Traction Co., Ltd., for the removal of the limitation of duplication.

The Commercial Motor understands that the Commissioner will hear an application by the Western S.M.T. Co., Ltd., on November 8, when the ques

tion of duplication will again be raised and the whole issue will be re

investigated, It is possible that the decision on the S.M.T. application will be delayed, pending the-other hearing.

DEATH OF MR. S. H. CARL

WE regret to learn of the death of Mr. Sidney Hutchinson Carr, chairman and managing director of Westcliff-on-Sea Motor Services, Ltd., which occurred on Monday.

NEW SCHEME FOR INTERAVAILABLE BOOKING OFFICES. COACH operators in the Manchester area are seeking a scheme of inter-availability of authorized booking offices, and Mr. H.. Backhouse, solicitor to the Commercial Motor Users Association, informed the North-Western Commissioners, on Monday, that the proposals were practically ready for presentation.

might be better served by reducing fares or lengthening stages than by granting a concession to a restricted class of passenger," states the Minister of Transport, in his ruling on an appeal by the London, Midland and Scottish Railway Co. against the North-Western Traffic Commissioners' decision to allow Blackburn Corporation to carry, free of charge children under five years.

The Commissioners adopted as the basis a local, rather than a national, standard. Whilst the case was not free from doubt, said the Minister, he had decided to dismiss the appeal, although he did not necessarily endorse the whole of the conclusions of the Ministry inspector's report.

SOUTH-WESTERN ASSOCIATION JOINS A.R.O.

ONE of the most enthusiastic affiliated associations of the late Motor Hirers and Coach Services Association, the South-Western Motor Coach Owners and Operators Association, of Caine, Wiltshire, has joined up with Associated Road Operators. We learn that Mr. Cyril Thomas will be the Association's representative on the National Council.
