Which of the following most accurately describes the problem?

(IN Tuesday, W. C. Stanclerwick, V./Ltd., Blackpool, applied to the Metropolitan Traffic Commissioner for permission to co-ordinate the services of the companies in its group. The companies concerned are Wood Bros. (Blackpool), Ltd., and Jos. Bracewell, Ltd., which are, it is understood, to be wound up.

If the application were granted, said Mr. E. S. Herbert, for W. C. Standenvick, Ltd., two licences would be surrendered, and the daily services between London and Blackpool would be reduced from four to three. An objection by Yelloway Motor Services, Ltd., was withdrawn, on a compromise being reached.

The railways had also objected to the new duplications sought, but Mr. Herbert was able to announce that this matter had been settled by restricting the duplications to the Landon-Blackpool route. When. however, the exact nature of the required duplications was investigated e42

in court, the railways entered a new objection, on the ground that they had misunderstood the original proposals, which now appeared to be tantamount to adding the duplications of all existing licences to the new licences, although reduced in number.

Eventually an agreement of sorts was reached, but so complicated had the picture become that the Commissioner agreed to submit his own proposals to the appellant.
