Under the proposed new arrangements, testing and compliance issues in Northern Ireland will continue to be dealt with by the [NA an executive agency of the Department of Environment Northern Ireland

A new transport regulator's office will be set up, although no decision has been made regarding filling positions. The office will have the power to issue, vary, refuse or curtail a licence and to issue interim licences all of the powers held by Traffic Commissioners (TCS) in England, Scotland and Wales. It will have wide-ranging powers of discretion, and its aim will be to encourage operators to comply with the law rather than to put them off the road.

It is envisaged that the office in Northern Ireland will liaise with TCs in the rest of the UK, despite operating under a different jurisdiction.

No decision has been made on the detail of how the licensing function will be administered, although central nation in Leeds is one option being considered.
