In 1991, the Department of Environment commissioned a review of the haulage industry in the province, but no changes were implemented.
Another review was carried out in 1998 and, following consultation, the then government minister concluded that the proposal should be left to the newly created Northern Ireland assembly. According to the Department of Environment, an opportunity to take the matter forward did not arise until 2009 because of competing priorities.
