A SUFFOLK OWNER-DRIVER applying for a one-vehicle international licence faced stiff opposition from local residents on the grounds of noise and pollution. But Eastern Traffic Commissioner Geoffrey Simms granted the licence after the applicant agreed to five environmental conditions.

Sydna Mary Parris and her son Robert John Parris, trading as SM&RJ Parris, sought to base one vehicle at their farm in Drinkstone, Bury St Edmunds. The company has an interim licence to operate from another haulier's yard and required a licence to use its farm as a back-up site. Three Drinkstone residents told the TC their homes would suffer from noise, pollution and vibration. However, Doug Sturman ,for Robert Parris, said two of the witnesses lived 300m away and the enjoyment of their premises would not be affected.

"My client is amenable to ameliorating inconvenience to neighbours," he added. "People often fear something they are not certain about. Society is antilorry People want goods delivered but not by lorry."

Parris told the TC: "All I want is to park my vehicle on my farm where I've lived all my life."

Granting the licence, theTC concluded: "Operating centres are not popular. Urban dwellers say 'send them out to the wide open spaces of East Anglia' whereas country dwellers say 'put them in industrial parks'."

He ruled the company must park its vehicle to the north of its farm building; must enter and leave in forward gear: must manoeuvre to face the exit on arrival; must not carry out any maintenance, and must not run the vehicle's engine for more than five minutes before leaving.
