Which of the following most accurately describes the problem?

• Road haulage safety could become the responsibility of a joint rail, air and road transport enforcement body, under plans submitted by the House of Commons transport select committee.

While the MPs' proposals are primarily designed to improve public confidence in rail and air transport. they are calling for a transport safety watchdog to be set up which would also govern road safety.

In the past the committee has favoured leaving road haulage enforcement to the Vehicle Inspectorate and the police.

Responding to the governments 1998 transport white paper it said: "The former transport committee concluded that the chance of even the most serious violators of NOV regulations being caught was too low and those that were caught were punished leniently.

"We have no reason to believe that there has been any improvement in that position.''
