Which of the following most accurately describes the problem?

• The National Rivers Authority has put a 4% rise in the recorded cases of water pollution down to an increase in the number of oil-related incidents. Of 23,331 recorded incidents in 1992 more than 6,000 were oil related-26% of the total.

Of identifiable oil-related cases, diesel was the highest single cause (16%) but petrol and waste

oil "accounted for a significant number of incidents", says the NRA.

There were 297 prosecutions last year (290 successful) but none involved the dumping of waste oil which is difficult to trace. The largest fine was £15,000 for sewage pollution but the Crown Court can impose unlimited fines on polluters.
