Which of the following most accurately describes the problem?

The following resolution was passed, at a meeting of the Manchester, Liverpool and Counties Commercial Motor Users Association, in Liverpool, on Monday of last week, under the chairmanship of Mr. R. C. Reynolds : " That in the opinion of this meeting the congestion of traffic on the Liverpool and Birkenhead ferries is the cause of grave inconvenience and loss to traders utilizing this means of communication, and calls for the immediate adoption of remedies."

The motion for its adoption was seconded by Mr. Leo Swain, and supported by Mr. Norman E. Box, of Manchester, and Mr. McIvor, of the Birkenhead Chamber of Commerce. One of the grievances is, that considerable delays occur, in ascending the floating bridges, especially at low water, by reason of the insufficient horsing of ordinary carts and lorries. These delays amount to an enormous sum in the aggregate. Another difficulty arises on the ferryboats, by reason of the fact that the deck enginehouse is an obstructive feature, and situated inconveniently.

Objection was also raised to the guard rail on the ex-landing stage track along the floating bridge at Liverpool. The chairman moved, Mr. W. H. Crewe seconded, and it was resolved :— " That in the opinion of this meeting the position OF the nearside guard rail on the up track of the floating bridge from the landing-stage is the cause of much unnecessary damage to wheels and tires of 13L6 commercial vehicles using that track, and it is hereby resolved that the authorities be requested to effect a slight alteration necessary to remedy this complaint." The first resolution has been forwarded to the Birkenhead Town Council, which owns the Woodside ferry-boats, and to the Mersey Docks and Harbour Board, and the second one to the Dock Board.
