Which of the following most accurately describes the problem?

Transport Minister Lord Gus Macdonald was laughed at and jeered by Road Haulage Association members for suggesting that a fall in the price of crude oil might be reflected in the pump price of fuel.

Speaking at the RHA's annual dinner in London, Macdonald's comments came in reply to RBA national chairman John Bridge, who had attacked the government's inaction over high fuel prices and handed him a replica fuel nozzle as a reminder of the problem.

Bridge also criticised the government's transport policy, citing the "devastating" effects of the Working Time Directive, lack of investment in the road infrastructure, government failure to address the problem of Eastern bloc drivers, the confusion over flagging out and moves against illegal immigrants. These, he said, meant hauliers are being 'unfairly penalised for what is not our problem'.

While admitting the RHA was pleased about the impounding initiatives announced in the Budget, Bridge said the association could follow the lead set by German hauliers by taking the government to court over its relentless fuel duty increases.
