Which of the following most accurately describes the problem?

I refer to the somewhat lengthy letter by the managing director of Manpower Ltd, Mr Lance H. Secretan (CM April 27) in the last paragraph of which, he pleads for support in "rationalizing the current situation, improving Britain's driving resources and capability and making sense out of the law".

Perhaps Britain's driving resources would be improved if driver agencies made a useful contribution towards driver training and I would be interested to learn of Manpower's efforts (if any) in this direction. If, as Mr Secretan states, they employ thousands of drivers, then I. for one, would expect them to train hundreds of drivers annually. Do they? If not, why not?

Professional hauliers contribute vast sums of money to the Road Transport Industry Training Board. Many receive little or no direct benefit from such contributions. Many cannot afford the time or money to train drivers. Such grants as they may receive represent a small fraction of the costs involved.

If driver agencies wish to be viewed in a more favourable light, then I would suggest that they give serious consideration to driver training . . . at their own expense!

Concerning interpretation of the law, I suggest that we leave that to lawyers and I am advised that there is a shortage of them as well I R. HARDING BEM, AIRTE, AM InstTA, T.Eng (CEI) AMIMI. Slough, Bucks.
