Which of the following most accurately describes the problem?

• An application by Eastern Counties Bus Company to increase fares by lp was both "reasonable and modest," decided Eastern Traffic Commissioners in Cambridge last week.

The chairman, Mr H. E. Robson, said the increase amounted to 5.9 per cent. It could have been as high as 8.02 per cent and was therefore well within the counter-inflation code. The application, which will increase most fares between the 5 and llp single-fare price by lp, was allowed.

Earlier, Mr Clifford Foxlee, company secretary, had told the Commissioners that fares at the present level would involve the company in a loss of £64,000 this year; £95,000 in a full year. If the application was allowed it would result in a revenue this year of £108,000; £182,000 in a full year.

Of 36 original objectors to the application only two, Norfolk County Council and Norwich City Council, were represented at the hearing. Two other objectors remained unrepresented, the rest having been withdrawn. The two objectors present did not dispute the need for an increase, only the manner in which it was to be applied.
