Which of the following most accurately describes the problem?

Although it is a diverse operation, D Morgan is still primarily a construction business, with recycling and land remediation standing out.

MD Denis Morgan explains: "We have always been a major player in land remediation, and waste disposal to landfill. We own 13 quarries, so it was quarried materials to be removed and waste taken back to infill and restore the land."

Landfill was heavily regulated and restricted, but the emphasis has shiftec recycling over the past five years.

Morgan states: "Landfill died a death. We are now heavily into recycling w particularly construction industry waste, so that replaces quarried materials and wipes out the need for landfill as well. We support this anyway it's sent to take out costs."

He adds: "Some of the quarries have been filled and restored. ant those which can no longer be [used tor] landfill can be potentially used for housing, since they have boundaries with housing est; Some will potentially be used for industry because we have got some boundaries with industry. Others will be landscaped as they are and reprofiled."

Recycling is a generally speculative activity, Morgan reveals, and to maintain control, the company is able to supply itself.

'Due to our scale. we can create our own mar we buy [items] internally. If we are recycling, we v buy our own recycled product from another divisi of the company and reuse it ourselves on civil engineering and construction projects," he says.

Controlling demand eliminates the vagaries of th construction market at a time when it is in dire strait; He continues: "We match our need for recycled material to our capability to create it in order to restrk surplus,"
