There had been attempts to improve, but the DTC considered that the serious shortcomings could not simply be resolved by issuing a warning. A curtailment of the licence would be a constant reminder that things must change in a sustainable manner. He accepted there had been a reaiisation that the parlous state of the maintenance arrangements could not continue.
