Which of the following most accurately describes the problem?

M6 TOLL OPERATOR Midland Expressway (MEL) has denied recent press reports that it plans to slash the £10 toll for trucks to encourage more hauliers to use the road. Its rebuttal comes amid speculation that commercial vehicles account for just 1% of the 37,000 vehicles a day using the toll road as operators boycott it because the truck fee is too high (CM 26 February).

Tom Fanning, managing director of MEL, says: "When Midland Expressway unveiled the pricing structure fortheM6Toll in November last year it was announced that there would be a .£1 discount on the first 10 million transactions. As we said at the time, after the first 10 million vehicles on the road we will review this discount.lbere are no other planned price reviews at this time."

The Freight Transport Association's Geoff Dossetter, says MEL should cut the rate for trucks: -f 10 per journey equals £20 for a return, £100 for a five-day week, and £5,000 for the year. If using the toll road produced benefits of over £5,000 per year then operators would use it without hesitation."
