Which of the following most accurately describes the problem?

IRISH TRUCK DRIVERS say they will continue to boycott a toll station on the northbound M1 motorway at Drogheda despite pressure from the local council.

The Irish Road Haulage Association (IRHA) says hauliers are using the N2 route through the town, rather than pay the toll on the bypass. It claims Drogheda Borough Council has recently altered local traffic fights to delay drivers using the town instead, but the council denies this.

The M1 bypass was opened in June 2003 with a toll of €4.10 per artic. That fee is now €5 a trip and local haulier Brendan Woods, who operates a 20-strong fleet, says the cost cannot be recouped from clients.

He says: "A truck running that way three times a day would cost an extra €30 a day to operate and the shipping companies would not pay extra for that."

The IRHA says it will take court action on behalf of members if the council attempts to ban trucks from using the N2.
