Which of the following most accurately describes the problem?

• International operators are likely to face increased costs when they are charged for road use in the EC countries where toll systems are not currently in place.

EC transport ministers meeting this week said they would work towards harmonisation of lorry taxation to be proposed at the June meeting. This is likely to take the form of EC members having the option to adopt a national vignette scheme (windscreen sticker) for all transport operators.

While Secretary of State for transport John MacGregor is pressing for the vignette to be optional, it seems unlikely that EC governments will waste the chance to raise revenues. Therefore UK hauliers will pay for road use in the EC except in France, Italy and Spain. Germany has been blocking moves towards full cabotage freedom until vehicle tax harmony is agreed because it has the highest VED levels.
