DRAFT legislation on the introduction of passenger transport managers' licensing leaves many questions open, according to Confederation of British Passenger Transport director-general Denis Quin.

The Bill left a lot of questions open on the subject of safety, said Mr Quin. "We shall have to give this further thought," he added.

"Though the CPT has been fully consulted, when one sees the final draft of the legislation it crystallizes developments. Last September the idea of a restricted licence for vehicles carrying not more than 17 people did not seem a matter of great concern.

"Since then the introduction in Parliament of David Hunt's Passenger Vehicle (Education and Other Purposes) Bill makes one apprenhensive," said Mr Quin.

But the CPT is still anxious to ensure that high standards are maintained within the industry regarding maintenance and a sufficiency of working capital.
