Which of the following most accurately describes the problem?

Owing to the presence of four low bridges, the fleet is composed entirely of single-deckers, but the possibility of some alteration in this connection is now receiving the attention of Mr. Penman. The standard current type provides seats for 32 passengers, with a central-entrance platform, a non-smoking compartment forward and a smoking compartment at the rear. Although unavoidable, the small seating capacity appears to be a disadvantage and, in order to cope adequately with heavy traffic, a considerable intensity of vehicle coverage is necessary. In most cases workpeople return to their homes for lunch, a factor which brings the peak periods into five distinct sessions.

Services start at 5.30 a.m, and there is an immediate rush of early morning worlsers which continues until various big works open up at 6 a.m. After this comes a lull, until a further batch of workpeople sets out at about seven o'clock. From 8.15 a.m. until 9 a.m. the vehicles are kept busy with office and shop employees and children, then a further slack period occurs, broken by the lunch-time rush, and from 5 p.m. until 6.30 p.m. comes the final peak.

Ticket Concessions.

So as to facilitate the home-to-lunch. habit both return and four-journey tickets are issued. Formerly, it • was necessary for the original booking to be made not later than 8.50 a.m„ but the hour has been extended to 10.30 a.m. Consequent upon the change a certain amount of revenue was lost, but the alteration has been appreciated as a form of social service.

In any case the fare values are high, the average length of the 23 penny stages being 1.16 miles and the maximum distance that can be travelled 2,328 yards. The average length of lid. stages is miles and that of the 2d. stages is 3.14 miles.

A lid. cheap ticket covers the return journey over the penny stages and a 3d. ticket provides for a double-return (four journeys) over similar distances, whilst a 2d. cheap ticket allows for return over two penny stages and the 4d. ticket covers a double return journey over all the distances previously mentioned.

So that the facility shall not be abused, by use for evening outings, it is a condition that three journeys shall be completed not later than 3 p.m. on the day of issue. Over 25 per cent. of the passengers carried made use of such tickets during the year ended March, 1937, and payments in this respect constituted 21.48 per cent. of the traffic receipts.

Apart horn the question of cost, inquiry has shown that trolleybuses are popular with the public on the score of comfort, also of speed, which has shown an increase of over two m.p.h., on average running, compared with the old system..

With the coming of the trolleybus, the tram depots continued as before and were used jointly for the transition period: extensions have been made from time to time and are, in fact, still in progress. If necessary servicing can be carried out at night, whilst full equipment is available for all repairs at the depot. Stocks of tyres are maintained and makes in use are Dunlop, Goodyear and Firestone.

Regular inspections are carried out on all vehicles and provision is made for each unit to receive a complete overhaul at the completion of each 100;000 miles.
