who lent one of his community authorisations to an unlicensed haulier has been ordered to pay £700 in fines and costs.
The case against Ian Bridgwater, of Leicester Street, Warrington, who was accused of aiding and abetting Paul Glendenning to unlawfully use a vehicle without a community authorisation, was heard in his absence. When Bridgwater was interviewed he admitted that he had allowed Glendenning to use his community authorisations.
Prosecuting for the Vehicle Inspectorate, John Heaton said a community authorisation was necessary before a haulier could operate abroad and one could only be obtained by a haulier who held an international 0-licence.
Bridgwater had earlier pleaded guilty before Wrexham magistrates to allowing an 0-licence identity disc to be used by Paul Glendenning with intent to deceive; he had been fined £350 and ordered to pay £100 costs (CM, 2-8 April). Glendenning had been refused a licence because of his long record of haulage-related offences, including the unauthorised use of vehicles.
