by CM reporter THE Freight Transport Association has given up hope of persuading the DoE to confine transport managers' licensing to hire and reward hauliers.

A spokesman for the ETA told CM that the proposals in the consultative document to include own-account operators appeared quite firm and that there seemed to be no object in pressing the point.

Two key issues emerged from the document so far as the FTA was concerned. The Association would have to consider how appropriate was the proposed syllabus for transport on own-account and what provision could be made for the small businessman such as a greengrocer.

For this type of operator the TML might seem logical in theory but it was obviously nonsense in practice.

The Road Haulage Association was reluctant to comment till it had had time to digest the contents of the document. First impressions were, however, that the possible twotier licence was a good idea and that there was no great objection to using the 34 tonnes gross criterion to coincide with 0-licensing Instead of the 6 tonnes limit suggested in the EEC Directive.

Further consideration would have to be given to the number of suitably qualified people required by large companies and the question of "grandfather" rights.

The first consultative document was circulated to a limited number of organisations. This second document has a much wider circulation and replies have been asked for by July 12.
