D EPRESENTATIVES of a number Ilsof concerns, operating as controlled undertakings under the .Government haulage scheme, walked out of a Leeds meeting, last week" because they disagreed with a decision, carried by 17 to 12 votes, to establish a committee, or panel, to represent controlled undertakings in the north-eastern division. After they hadleft, the remaining representatives elected the committee, with Mr. Harry Grocock, of Sheffield, as 'chairman.

This meeting of controlled undertakings was convened under the auspices of the Yorkshire Area Standing Joint Committee. The majority vote to create a provincial counterpart of the national S.J.C. panel ot controlled undertakings reversed the recent decision of a similar meeting in Leeds not to establish a formal committee, but to leave the calling of meeting of the undertakings to the discretion of Mr. J. T. Rodweli, of Wombwell, chairman of the Yorkshire S.J.C., whom operators would consult when they thought

that desirable. • The latter arrangement was upset on June 10 by a larger meeting, at which certain powerful haulage interests sup= ported the establislinfent of a controlled undertakings committee_ On the other e hand, the 12: who voted against this move included members of the northeastern road group, and are stated to represent an aggregate of about 700 vehicles.

Afterwards these 12 representatives held a meeting at which they decided to forward their views to the Minister of War Transport, and to send copies to the Regional Transport Commissioner; Major F. S. Eastwood, the Divisional Road Haulage Officer, Mr. Robert Hansen, -and to the national S.J.C...

In • these view, the opinion is expressed that as controlled undertakings are each under individual contracts with the SI.O.W,T., they should not delegate responsibility or'authority to any third party or body unless the Minister expressly states that be would like this to be done. •

The same argument is applied in this quarter to the national S.J.C. panel of controlled undertakings.
