Which of the following most accurately describes the problem?

• Cost saving moves announced by the Driving Standards Agency in a major restructuring plan include the closure of its London office. Its work will be split between the three regional offices.

The DSA has written to interested parties setting out the proposals and asking for comments by the end of this month.

If the plan goes ahead the Kensington office will shut and its work will transfer to Eastbourne, Cambridge and Nottingham. A single office will be created for Wales, and the Cambridge office will move to cheaper accommodation.

The RHA says it has put the proposals to its districts and has received little criticism of them. "None envisage any problems," says the RHA, although some concern has been expressed about the move to a single Welsh office. "Commercially, South and North Wales have always been separate business districts," adds the RHA.
