Which of the following most accurately describes the problem?

• Castlefordbased Wensley Transport has been given 28 days to make a fresh applicat-on for the renewal of its licence after failing to disclose the current details of the partnership controlling the firm.

Initially, Ernest, Myrna and Stephen Wensley, trading as Wensley Transport, had sought renewal of their international licence for 13 vehicles and 14 trailers. The firm had been called before North Eastern Deputy Licensing Authority John Hampton following a number of convictions and an unsatisfactory maintenance investigation.

For the company, Gary Hodgson said that Stephen Wensley had left the business some time previously; the application form had been completed in the name of three partners when it should only have been two.

Hampton pointed out that there was an obligation on the firm to notify the Traffic Area of any change in the constitution of the partnership.

After Hodgson had asked for permission to amend the application by deleting the name of Stephen Wensley, Hampton said that the other problem was that it had been advertised in the newspapers in the name of Ernest Wensley only.

Hampton said that he doubted that he had the power to relax any of the obligations governing the correct way to advertise a licence application.
