The certificate of fitness is certainly transferable to the new owner on the sale of the vehicle for it relates to, and goes with, the vehicle. However, Section 127 of the Road Traffic Act 1960 refers to authorising "the holder" to use the vehicle as an express carriage or contract carriage. Moreover subsection (7) allows the Traffic Commissioners to take certain action if they decide that the holder is not a fit person to hold such a licence. In these circumstances it would appear that the psv licence is not transferable. In any case, it is valid for only one year.
