Which of the following most accurately describes the problem?

A CODE OF CONDUCT has been drawn up by the car transporters' functional group of the Road Haulage Association which is designed to raise, and maintain at a high level, operating and ethical standards in this sector of the industry.

The Code calls for observance of all statutory regulations, with resignation required of any member convicted of persistent and flagrant breaches.

Haulage rates charged must be economically sound for the traffic and destination. Subcontracting will normally be with authorised firms who are members of the group and in accordance with its special. conditions of carriage.

To help current cash-flow problems, the Code calls for the settlement of accounts normally by the end of the month in which the invoice/ statement is received.

Equipment hired, sub-contracted or loaned from a member becomes the responsibility of the sub-contractor, who is required to accept responsibility for any damage caused to it while under his control. (A waiver clause protects a sub-contractor who can show that damage has arisen because of a latent defect in the equipment or any component part.) A procedure has been laid down designed to enforce the Code. A complaint against a member of group alleging a breach must be reported in writing to the secretary; the Secretary will detail the complaint in writing to the member and ask for his explanation and comments; failing amicable settlement a full report goes to the group committee, which may require the parties to appear before it; the group committee has power to expel a member, to remove his name from any group advertisement or any other group publication, and to circulate notification of the deletion to all member firms.
