Which of the following most accurately describes the problem?

WHEN the inquiry concerning bus VY services in Oxford continued last week, Sir. Edwin Herbert, for City of Oxford Motor Services, Ltd., said that one of the chief reasons why vehicles did not run as advertised was that crews did not report for duty.

He made no accusations about absenteeism; when men were working a great deal of overtime, such a thing was hound to happen. The public owed much to the "hard core" of the company's staff and it was only because these men were willing to work extra hours that services could continue.

The company had done all it could in the way of local recruiting, also it had "scoured the country" for men. It was hoped that the worst waS over, but if it were not and there was a need for more recruits, the Company would prepare a caravan site to house married people and, if necessary, would under take heavy expenditure on a project of this nature.

The Town Clerk of Oxford, Mr. H. Plowman, said that at the moment the services were good, but there was still some apprehension about the future which Sir Edwin had not removed. He trusted the company would not be complacent. Now that Oxford had experienced a good bus service it would not lightly yield it.

Sir Robert Tolerton, chairman, said he had gathered from the evidence that there were no difficulties at the moment, other than the normal difficulties of running a bus service, but before the beginning of the year there had been great difficulties. Apart from recording the representations made to him, the substance of his report to the Ministry of Transport would deal primarily with the problems of shortage of staff and traffic congestion.
