Which of the following most accurately describes the problem?

Oliver Moore of Leighton Buzzard, Beds-based BS Trailer Services who recently celebrated 10 years in the business -numbers Wincanton and Woolworths among what he describes as its "upper-end-of-the-market" clients. "Double-deckers are the way forward," he states without hesitation, "An operator can carry twice as much for the same fixed costs."

DDs comprise up to 12% of the 750-strong BS hire fleet, but Moore estimates by the end of 2007 this will rise to more than 20%, mostly fixed-deck. Demand is increasing all the time and he is adding more aerodynamically efficient trailers. Since this is specialist kit, BS can charge hirers a premium and receives a better return on its capital investment. The end user insures them, but Moore insists BS won't hire to just anyone. It vets customers to ensure they have adequate staff training for safe operation.
