Which of the following most accurately describes the problem?

I have read with interest comments about newly qualified HGV drivers not getting jobs and I think the problem lies with the training industry.

How can anybody take seriously someone who 'N 0 has passed his or her test in a small unladen vehicle? Most training vehicles bear no resemblance to vehicles used for hire and reward.

In our area we have a company using a 13tonne low-height box with a two-axle trailer, which looks like a burger van, for Class I training—somewhat different to fully laden 40ft articulated vehicles.
