Which of the following most accurately describes the problem?

THE LIVES of 50 cyclists, motor-cyclists and pedestrians can be saved each year by the fitment of effective sideguards to lorries, according to a recent estimate. Saving those lives was the purpose of the Regulations 46C and 46D which were introduced on May 1, 1983, as an amendment to the Motor Vehicles (Construction and Use) Amendment Regulations 1982.

Sideguards need to be nowhere near as strong as rear underrun bars because they are intended to divert pedestrians and cyclists from the path of the rear wheels rather than stop a moving car.

Although relevant new vehicles and semi-trailers are now fitted with sideguards by the manufacturer/bodybuilder, the operator still has some say in the matter. First, he may be able to specify alternative designs or materials for the guards. And second, there is a retro-fit market for operators who need to upgrade semi-trailers to suit units plated above 32.5 tonnes.
