Which of the following most accurately describes the problem?

FROM OUR POLITICAL CORRESPONDENT THE long-awaited results of the joint I expert study of the chances of a new Channel link are likely to be in the hands of the Government in the next few weeks. It has been widely forecast that the experts will favour a tunnel rather than a bridge for political, navigational and several other reasons.

But what has not been so clear is whether the British Government is in favour of joining the French in any project at all.
